Excel suits analysis you build and change by hand: models, one-off reports and data up to Excel's 1,048,576-row limit. Power BI suits reports other people read, refresh automatically and explore with filters, built from the same data. Most businesses use both: Excel to shape and check data, Power BI to share dashboards. The catch is sharing, because Power BI's free licence only covers reports for your own use.
This isn't a fight between two rival products, and you don't have to pick one. Both come from Microsoft, both use Power Query to pull and shape data, and Power BI reads Excel workbooks directly. I read Microsoft's Excel specifications and limits page, its Power Query help and the Power BI documentation on Excel files and licences.
Power BI and Excel side by side
| Excel | Power BI | |
|---|---|---|
| Best at | Hands-on analysis and models | Shared, interactive dashboards |
| Data size | 1,048,576 rows by 16,384 columns per sheet | Excel workbooks under 1 GB can be imported |
| Data prep | Power Query and Power Pivot | Power Query, plus data models from Excel |
| Refresh | Manual or workbook connections | Scheduled refresh from connected sources |
| Sharing | Share the file | Pro or Premium needed to share with others |
| Free option | Part of Microsoft 365 | Power BI Desktop and a free licence for own use |
The licence detail that trips people up
The Microsoft Learn page on licences is clear on a point many teams miss. With a free licence you can connect to data and build reports and dashboards in the Power BI service for your own use, but you can't share them, collaborate or publish to other people's workspaces. Sharing needs Power BI Pro or Premium Per User, unless the content sits in a Premium or Fabric F64 or larger capacity. So a report that looks great on your screen can stall the day you send the link to your team, and you won't see the problem until then.
What Excel files Power BI accepts
Power BI's Excel guide says workbooks must be .xlsx or .xlsm and smaller than 1 GB. It keeps your data model's relationships, measures, hierarchies and KPIs, and once the workbook is connected to a source you can set scheduled refresh so reports update without anyone opening Excel. One change to know: Microsoft says Power BI no longer supports uploading local Excel workbooks and setting up refresh for them, so store the file in OneDrive or SharePoint if you want it to refresh.
When to move a report from Excel to Power BI
- Several people read the same report every week and keep asking for a fresh copy.
- Your file is getting close to Excel's row limit or slowing everyone down.
- You want people to filter and drill into the numbers without breaking formulas.
- The data comes from systems that could refresh on a schedule.
If you're building your first management view, this guide to running your business from one dashboard helps you decide what to show, and my notes on Power BI data governance cover who should own the data once it's shared.
Who on your team needs which licence
- Report builders: Power BI Desktop, which Microsoft offers free for building reports.
- People who publish and share reports: Power BI Pro or Premium Per User.
- Readers: free licence users can open shared content only when it sits in Premium or Fabric F64+ capacity.
- Excel users: keep the workbook in OneDrive or SharePoint, where Microsoft says Power BI connects to the file and picks up changes.
My advice on Power BI or Excel
Keep Excel for thinking: modelling, checking and one-off answers, because that's where it's quickest. Move a report to Power BI when other people rely on it and it should refresh itself. Before you build anything for the team, check who has a Pro or Premium Per User licence, because that decides whether your dashboard can be shared at all.
