Is WinZO Banned in India? What the 2025 Gaming Act Says

WinZO's real-money games are banned in India: the Promotion and Regulation of Online Gaming Act, 2025 prohibits offering any online money game, whether based on skill, chance or both, and WinZO said it was withdrawing its real-money offerings effective immediately. What the law still allows are e-sports and online social games that don't involve staking money, which is why free-to-play games aren't covered by the ban.

If you used WinZO for rummy, poker or fantasy cricket with real money, you'll have noticed it stopped. The reason isn't a WinZO policy change; it's a national law. Here's what the law says, using the text of the Act published by India's Ministry of Electronics and Information Technology, and what WinZO said in response.

The law behind the WinZO ban

The Promotion and Regulation of Online Gaming Act, 2025 is Act No. 32 of 2025. Its header records the President's assent and Gazette notification dated 22.08.2025, followed by corrigenda dated 28.08.2025. It does three things that matter for apps like WinZO:

SectionWhat it prohibits
Section 5Offering, aiding, abetting, inducing or engaging in the offering of online money games and online money gaming services
Section 6Advertisements in any media that directly or indirectly promote online money games
Section 7Banks, financial institutions and anyone facilitating payments from processing transactions towards online money gaming services

Section 7 is why the change was so complete. Even if an app wanted to carry on, payment providers can't process the money for it.

Why 'skill games' aren't exempt

Many real-money apps argued their games were skill-based rather than gambling. The Act closes that gap. It defines an online money game as an online game 'irrespective of whether such game is based on skill, chance, or both', played by paying fees, depositing money or other stakes in the hope of winning money or other enrichment. So rummy, poker and fantasy cricket for real stakes are all caught, however much skill they take.

The definition of 'other stakes' is wide too. It includes credits, coins, tokens or objects, real or virtual, bought with money directly or indirectly. In-app coins bought with cash and used as an entry fee count as stakes.

What WinZO did

PTI, reported by The Week, said WinZO suspended its real-money gaming offerings 'effective immediately' a day after Parliament passed the bill, saying it was 'responsibly withdrawing impacted offerings'. Its real-money portfolio had over 100 games, including rummy, solitaire, Dehla Pakad, fantasy cricket and poker.

I couldn't find an official WinZO statement in that report about wallet balances or withdrawals. If you had money in your WinZO account, check the app's notices and WinZO's support channels directly, and keep screenshots of your balance and any messages.

The Act isn't a ban on gaming. It tells the government to recognise and promote e-sports as a legitimate competitive sport, and to recognise and register online social games. An online social game, in the Act's words, doesn't involve staking money or playing in expectation of monetary gain, may charge a subscription or one-time access fee as long as that isn't a stake, and is offered for entertainment, recreation or skill development. The Act also provides for an Authority on online gaming to oversee all this.

  • Free-to-play games: allowed.
  • Games with a subscription or one-off access fee that isn't a stake: allowed as social games.
  • E-sports competitions: recognised and promoted.
  • Any game where you pay or deposit to win money: prohibited.

What the ban means if you were a WinZO player

The prohibitions in the Act are aimed at whoever offers, advertises or processes payments for online money games, so the practical effect for players is that the real-money side simply isn't there any more. You can't deposit for cash contests, banks and payment apps can't move money for them, and influencers can't legally promote them. If you were earning pocket money from tournaments, that income has gone, and it isn't coming back through the same app unless the law changes. If you're unsure whether a game you still play counts as a money game, the test in the Act is simple: are you paying, depositing or staking something bought with money in the hope of winning money back?

Avoiding the copycats after the ban

Whenever a popular app shuts a feature, imitators appear promising the same games 'still working' through a different link, a downloaded file or a payment to a personal account. Under section 7, legitimate payment providers can't process money for online money games, so any app still taking deposits for real-money play in India is working outside the law. My verdict: is WinZO banned in India?

WinZO as a real-money gaming platform is finished in India under the 2025 Act, and WinZO itself pulled those games. Free games and social games without stakes remain legal, and e-sports are being actively promoted. If you enjoyed the games, play them for free; if you were playing to earn, look elsewhere, and be wary of anyone claiming they've found a way round the law.
