YouTube doesn't set a rate for Uganda: your earnings per 1,000 views are your own RPM, driven by where your viewers are, your niche and video length. Uganda is on YouTube's Partner Program, expanded programme, Super Chat and memberships lists, and Google pays Ugandan creators by wire transfer or cheque.
Ugandan creators are better placed on YouTube than many people in Kampala realise. Uganda sits on every one of YouTube's main monetisation lists, which isn't true for some of its neighbours. What YouTube won't tell anyone is a fixed Ugandan rate per 1,000 views, because it doesn't set one. So let me walk you through what's documented, what decides your earnings, and how the money gets to you in Uganda.
Uganda ticks every YouTube monetisation box
Here's what Google's help pages confirm for Uganda:
- The YouTube Partner Program is available in Uganda.
- Uganda is on the expanded programme list, so you can switch on fan funding before full ad revenue.
- Super Chat and Super Stickers are available in Uganda.
- Channel memberships are available in Uganda.
- YouTube Premium is available in Uganda, and Premium viewers watching your videos add to your earnings.
Compare that with Tanzania next door, which has the Partner Program but isn't on the expanded list or the Super Chat list, and Ethiopia, which isn't on the Partner Program list at all. If you're a Ugandan creator, you've got the full set of YouTube tools to work with.
Getting into the Partner Program from Uganda
Start with the expanded tier if you're growing: 500 subscribers and 3 valid public uploads in the last 90 days, plus either 3,000 qualified watch hours in the last 12 months or 3 million qualified Shorts views in the last 90 days. That opens memberships and Super Chat.
Ad revenue needs the full threshold: 1,000 subscribers and 4,000 qualified watch hours in the last 12 months, or 1,000 subscribers and 10 million qualified Shorts views in the last 90 days. You'll also link one active AdSense for YouTube account, which you create from YouTube Studio.
What sets a Ugandan channel's earnings per 1,000 views
YouTube measures your earnings per 1,000 views as RPM. It's calculated after YouTube's share comes out and includes views that didn't show an ad. Advertisers pay CPM, their cost per 1000 ad impressions before the split, and Google says that cost shifts with the time of year, where viewers are and which ad formats are running.
The audience question is the big one for creators in Uganda. Views from viewers in Uganda are welcome, but advertiser demand differs by country, and channels that also reach Ugandans abroad, or international viewers interested in East African music, food, travel or business, are reaching different ad markets. Language plays a part too: Luganda, English and Swahili content each find different audiences.
Practical ways to raise your RPM in Uganda
- Make longer videos, because they can carry more ads than Shorts.
- Cover topics people spend money on: farming businesses, tech, education, property and personal finance.
- Keep videos advertiser-friendly so more of your views are monetised.
- Use titles and descriptions that help viewers outside Uganda find you, if your content suits them.
- Check your own RPM in YouTube Analytics under Revenue every month.
How YouTube money reaches a bank in Uganda
Google's payment methods table lists two options for AdSense for YouTube accounts in Uganda: cheque and wire transfer. EFT isn't offered, and neither is Hyperwallet. For most creators, wire transfer straight into a Ugandan bank account is the practical choice.
One rule catches people out. Google says your bank, or the branch, must be in the same country as the address in your payment settings, so a SWIFT code from a bank in another country won't be accepted. Use a Ugandan bank that receives international wires and make sure the account name matches your AdSense details.
Google's AdSense threshold table doesn't have a row for the Ugandan shilling (UGX). The US dollar threshold on that table is 100, and address verification starts at 10 US dollars or the local equivalent. Your AdSense payments page shows the exact threshold and currency for your account, and your bank converts what arrives into shillings.
US tax on Ugandan creators' earnings
Only the share of your earnings that comes from US viewers is subject to US withholding, as long as you've submitted tax info in AdSense. Uganda isn't on the IRS list of countries with a US income tax treaty. YouTube's own example shows a creator who submits tax info without treaty eligibility having 30% withheld on US viewer earnings.

I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
If you never submit the form, an individual account can have 24% of total worldwide earnings withheld, which hurts a channel whose viewers are mostly in Uganda. So do it early. I'm not a tax adviser, and for your Ugandan tax position you'll want a local accountant.
Shorts and fan funding for Ugandan creators
Shorts revenue comes from a monthly pool that's shared by engaged views in each country, and monetising creators keep 45% of their allocation, music or no music. Shorts grow channels quickly, but long videos usually earn more per view.
Because Super Chat and memberships work in Uganda, live streams can be a strong earner. Gospel, comedy, sports talk and music channels with loyal fans often do well here, because fans like paying to be noticed.
