Meta says 60% of Facebook's creator payouts went to reels in 2025, and Facebook now has no length limit on reels. Content Monetization is invite-only, Stars need 500 followers for 30 consecutive days, and Subscriptions need 10,000 followers or 250+ return viewers (Facebook for Creators and Meta Business Help Centre).
Last checked October 2026.
Facebook has changed how it rewards creators more than once, and the old in-stream ads thresholds still get quoted long after Meta stopped using them. So I've gone back to Meta's own pages: the Meta Newsroom, Meta Investor Relations, Facebook for Creators and the Meta Business Help Centre, plus DataReportal for India and Pakistan. Every number below has its source named next to it.

Where Facebook creator payouts are going
Reels are now the centre of Facebook's creator programme. The Meta Newsroom said 60% of Facebook's creator payouts went to reels in 2025, total creator payouts rose 35% year on year to the highest annual total ever, and creators in the higher annual earnings band grew by over 30%. In June 2025 Meta also said Facebook has no length or format restrictions on reels, and that all videos are now shared as reels.
That last point matters because a lot of advice still assumes a short time limit. If you've been cutting videos down to fit an old rule, you don't need to. For what gets reels seen in the first place, read why Facebook reels get no views and how to go viral on Facebook reels.
How to get into Facebook's creator programmes
Facebook for Creators describes Content Monetization as invite-only, with invitations sent periodically. There's no public follower number that guarantees an invite. The Meta Newsroom also describes Creator Fast Track for creators arriving from other platforms: it needs at least 100,000 followers on Instagram, TikTok or YouTube, and comes with 3 months of guaranteed pay.
Stars and Subscriptions do have public thresholds. The Meta Business Help Centre says Stars need 500 followers for at least 30 consecutive days and an age of at least 18. Facebook for Creators gives Subscriptions as 10,000 followers or 250+ return viewers, plus 50,000 post engagements or 180,000 watch minutes in the last 60 days. Affiliate links need you to be at least 18 with a Page or Professional Mode profile.

Facebook in India and Pakistan
Facebook for Creators lists Subscriptions in 37 markets, including India; Pakistan isn't listed. DataReportal's Digital 2026 reports count 403 million users in Facebook's ad audience in India, 27.5% of the population, and 52.9 million in Pakistan, 20.6% of the population. Pakistan's Facebook audience is more than twice the size of its Instagram audience on DataReportal's numbers, which is worth knowing if you're deciding where to post first.
For local estimates of what views turn into, I keep separate pages such as Facebook reels earnings per thousand views and what a large Facebook Page earns.

How many people use Facebook
Meta Investor Relations last published Facebook's own user numbers for December 2023: 3.07 billion monthly active users and 2.11 billion daily active users. Meta now reports people across all its apps instead, and for June 2026 that was 3.60 billion people a day, up 3% year on year.
How to read these Facebook numbers
- Old thresholds are still everywhere. The in-stream ads follower and minutes rules you'll see quoted don't appear on Meta's current pages, which now point to the invite-only Content Monetization programme.
- Payout growth isn't your growth. A 35% rise in total payouts tells you where Facebook is investing. It doesn't tell you what any single creator will earn.
- The Facebook user count is from 2023. Meta stopped reporting Facebook on its own, so the newest number covers all Meta apps together.
- DataReportal counts ad audiences. Treat the India and Pakistan numbers as reach for ads, not an exact count of people.
- Check your own Professional Dashboard. Eligibility is shown per account, and it's the final word for you.
